EDCT Foundation Chair: Brian Bell, Principal, Arrowhead Christian Academy, Redlands

Brian Bell is the Principal of Arrowhead Christian Academy at Redlands (CA), the region’s only comprehensive private high school. Prior to this assignment, he served for four years as Head of School at Portsmouth Christian Academy at Dover (NH), New England’s largest Christian school. Mr. Bell’s previous experience includes seven years as the Vice President of Enrollment Management at the King’s College, New York, and as Academic Dean in a small community college system. Brian earned a master’s degree in Public Policy with a focus on Education Policy from the University at Albany and completed the coursework towards a Ph.D. from Regent University. Brian, his wife, Jody, and two children reside in Redlands.

EDCT Foundation Vice Chair: Jessica Alexander, Esq., Pastor and Lawyer, Grace Chapel, San Bernardino

Jessica Alexander is the Chief Executive Officer of Operation Grace, a non-profit housing program serving homeless families in San Bernardino County. Presently, she leads the organization in the largest property development project it has undertaken in its 20 year existence to create beds and jobs for the homeless. Jessica also serves as the senior pastor of Grace Chapel of San Bernardino, a thriving church in the San Bernardino community. Pastor Alexander was educated in the Inland Empire and earned a Bachelor of Arts degree in Liberal Studies from the University of Redlands in 2003 and a Juris Doctor Degree from the University of Laverne, College of Law in 2006. Following her education, she practiced law throughout southern California in the areas of probate and trust litigation. She resides in Riverside County with her husband Thomas and their four children.


EDCT Foundation Secretary Dr. Jamail Carter, Pastor, Greater Blessings Ecclesiastical Fellowship International, Inc.

Dr. Jamail D. Carter is the Senior Pastor of Greater Blessings Ecclesiastical Fellowship International and President and CEO of The Kayannus Consulting Group, Inc. Dr. Carter also currently oversees the Office of Talent and Organizational Development at Grossmont-Cuyamaca Community College District, prior to serving in these role Dr. Carter was the Director of Institutional Research and Planning at North Orange County Community College District (Fullerton College) and the Interim Dean of Research, Planning and Development at Barstow Community College. Dr. Carter has a track record of successes and wealth of experience to help organizations go to the next level. He is accomplished professionally, socially in the community, and in the world of academia. He has worked at both private and public institutions of higher education.

Frances Grice, President, ADF Network Consultants, Inc.For over 50 years Ms. Frances J. Grice has been a Community Activist, Founder of Operation Second Chance, School of Opportunities, and CEO of ADF Network Consultants, Inc. She has a long and extensive background in providing successful community outreach programs in a broad range of services to public and private sector businesses and residents in the Inland Empire, assisting them with innovative models and programs to enhance the quality of life for neighborhood and community development. She brought together local, state, and national government officials and entities with professional businesses and local residents, by helping them to establish communication for working relationships and creating mutually beneficial partnerships that would establish education, economic and business development achievements at the local level.


Frank Reyes, Executive Director, Arrowhead Regional Medical Center Foundation


Frank Reyes is the Executive Director of the Arrowhead Regional Medical Center Foundation. Prior to joining the ARMC Foundation, he served as the Executive Director of Governmental Affairs for the San Bernardino Community College District. Under his leadership, the District and its two campuses received more than $100 million in grants. Reyes’ expertise centers on his extensive knowledge of federal grants procedures and ability to identify potential funding sources. He has earned many distinguished awards, including selection to the prestigious International Conference for Leaders in Madrid, Spain. His goal continues to be to bring more funding to the area for the benefit of the community, its students, its patients and those in need. Reyes is a graduate of California State University at San Bernardino, where he received his bachelor’s and master’s degrees.

Eugene E. Valdez, Senior Vice President and Regional Manager, Pacific Mercantile Bank

Mr. Valdez is the Senior Vice President and Regional Manager with the Pacific Mercantile Bank. He has nearly two decades of management experience in the banking industry. Prior to working for the banking industry, Mr. Valdez has served as an educational and organizational development consultant with the Desert Region Center of Business Excellence of the California Community Colleges hosted by the San Bernardino Valley College. Mr. Valdez holds a bachelor’s degree and a master’s (MBA) degree in Business Administration.

Board of Trustees Board Members

Joseph Williams, Trustee, San Bernardino Community College District Board

Mr. Williams was appointed to fill a Board of Trustees vacancy in 2013 and then elected to the position in November, 2014. He is the Founder and CEO of the Youth Action Project (YAP) and has served youth and adults of the Inland Empire for the past fourteen years. YAP integrates youth popular culture in its program to engage positive dialogue, decision-making, and actions that will improve educational and workforce outcomes. Prior to founding YAP, Joseph was employed with the County of San Bernardino for nine years, working for the Department of Behavioral Health, the Workforce Development Department and the Sheriff’s Department.
